Appraisal districts are responsible for appraising all real and business personal property within their county. The districts appraise property according to the Texas Property Tax Code and the Uniform Standards of Professional Appraisal Practices (USPAP). They appraise property for "ad valorem" taxation for the certain taxing authorities within their county. They administer exemptions and special valuations as authorized by the local entity and the State of Texas.
The governing body of each taxing authority (aka "Taxing Unit", typically, school districts, county government, city government, water districts, and sometimes ESDs, public libraries, etc.) individually determines the tax rate (the rate/$100 of valuation, aka the "mil-levy" rate) for their own entity.
When a county tax assessor does not collect property taxes, the county appraisal district may be responsible for collecting some or all local property taxes. Contact your appraisal district.
